Support to Counterpart Ministry

The Ministry of National Languages and Social Integration is GTZ FLICT’s Counterpart ministry, whose vision is close to FLICT’s own vision. FLICT has had a fruitful engagement with the counterpart ministry for more than six years in a number of ways.

Support to National Integration Policy

 
Upon a request made by the Counterpart ministry, GTZ FLICT drafted a concept paper to develop a policy on ‘National Integration’ for Sri Lanka. Parallel   to that FLICT organized a series of seminars to learn from the experiences of other Asian countries on how they have integrated and mainstreamed national unity into their governing systems. Developing technical capacities


The cooperation between GTZ FLICT and the ministry has a strong focus in developing technical capacities. For instance, FLICT has provided training for the National Integration (NI) officers who work in districts with peace building projects.  Consultants and FLICT Programme Officers supported the ministry personnel to develop a comprehensive monitoring system for the Ministry. A workshop to develop a Result Based Monitoring System for the Ministry was held June 2009.

In facilitating networking and partnership between civil society actors and state FLICT has already initiated linking NI officers in Badulla and, Puttalam and introduced them to FLICT partners. At the same time FLICT has supported the Ministry to fine tune its methods of engagement with viable approaches. With the support of FLICT the Ministry has now developed guidelines and a module for conducting summer camps for youth and children under the theme of national integration.

Internships to Ministry Officers


In order to improve the cooperation we now offer a part time desk at GTZ FLICT for a permanent officer of the ministry for a six month period in rotation basis.

Support to National Institute for Language and Education Training (NILET)


The coordination and interactions between GTZ FLICT and National Institute for Language and Education Training (NILET) has increased with the initiative of developing a strategic plan for 2009 for NILET. We assigned a consultant to NILET and the report detailing the next steps is now available.  FLICT offers an intern’s support to NILET to collect, annotate and compile existing language training materials produced by key institutions of Sri Lanka, identified in the review done by Dr. Sasanka Perera. A core group was appointed to study the NILET Act and prepare a background that can be a reference document useful for discussing required revisions to the Act in the future. FLICT has also offered the help of Dr. Sunil Wijesiriwardene to integrate cultural component / aspect into language training held by NILET. 

Discussion Forum to Formulate The National Integration Policy Wednesday, 16th December 2009 , Mount Lavinia Hotel

With a vision of ensuring unity and diversity in post conflict Sri Lanka, GTZ – FLICT with the Ministry of Constitutional Affairs and National Integration (MCANI) initiated a series of discussions on formulating a national policy on National Integration. As a result of this process FLICT organized a Discussion Forum, adopting a broad consultative process and invited people of this country to share their views, concerns and opinions. The Discussion Forum was held on the 16th and 17th December 2009 at the Mount Lavinia Hotel, Colombo in Sri Lanka. This is a summary report of the proceedings of the Discussion Forum.


The Discussion Forum, as the first step, was to bring the concerned individuals together and share their views, encourage greater participation and commitment for the national initiative and reach out to all stakeholders in this historic event.  The MCANI and GTZ – FLICT invited as many as 200 people representing the ethnicities, regions and districts, the private and public sector, academia and the practitioners, civil society and the religious society.  The objective of the Discussion Forum was to “seek advice from a wider range of stakeholders and create an inclusive process to develop a National Policy framework for National Integration”.
