Monitoring and Evaluation

In keeping with core GTZ principles result based management / monitoring is the overall focus at FLICT. It operates on the premise that projects or interventions take place within a highly complex and intertwined context however that it is possible to identify and monitor those results which can be directly attributed towards the project.  There is a shift from focusing on project activities and outputs to an emphasis on the use of these outputs and the direct benefit to the community. Within this context a result is defined
... the outcomes and impacts of a project
... may be intended or unintended,
… expected or unexpected,
… positive or negative

Result based management emphasizes self evaluation, reflection and to identify what has improved or changed in the situation either directly or indirectly because of project interventions.  A result based approach supports the organization towards steering the project as well on developing impact oriented reporting.  A crucial element of result based monitoring is that its not only about collecting the information but on how this information is analysed and used. Here the emphasis at FLICT is on the lessons learnt from the experience.  FLICT encourages and even dares its partners to be different, innovative and to take risks to develop and promote ‘learning’ organisations that are able to analyse, design and respond in a result oriented manner to create change in their communities. Within this process FLICT partners are encouraged to regularly reflect and to ask themselves what or who has changed in their community and how they can contribute towards this change.

All programme officers at FLICT are able to support the partners to establish simple monitoring plans within their organisations. In addition the consultants trained under the CCPI programme are also capable to support partners on result based monitoring.
As a project FLICT is also regularly reviewed by external teams, while internally every 6 months the FLICT team sits down to reflect on their experiences and insights gained are shared with the team. The lessons learnt from FLICTs own result based monitoring system are shared with a wider audience through Impact Reports and the bi-annual newsletter which is published in all three languages.
