Proposal appraisal process & criteria
FLICT calls for proposals on a regular basis. Some of the proposal calls are limited to a region and reflect the issues that have been identified in a preceding regional analysis, some others are island-wide and focus on specific topics such as youth 4 youth or gender.
Proposal calls are published on our webpage and in various newspapers. The calls always indicate that only proposals, which we receive in our standard format and within the submission deadline will be accepted. The format can be down loaded on the page proposal calls.
Proposal appraisal process
1. FLICT registers all incoming proposals. After expiration of the submission deadline a letter of receipt is send to all organizations that applied.
2. The first screening of proposals focuses on the format.
3. In a next step at least two Programme Officers review the proposals in regard to specific criteria (listed below) and short-list proposals.
4. The short-listed proposals are submitted to an independent review panel with special expertise in the relevant area. The panel members will give recommendations to FLICT and will come together for a joint discussion with FLICT programme officers on the quality of the proposals.

5. Against the backdrop of their recommendations FLICT will make the final selection of proposals that can be supported.
6. After informing all applicants on the decision, FLICT will prepare the contracts for engagement with the selected applicants and brief them on our procedures (funding, reporting etc.).
Note: We highly appreciate the efforts put in all submitted proposals! Anyhow, we can only support a small number out of the proposals we receive. Due to our limited resources we might ask applicants in the course of the selection process to cut town their budget or focus on specific activities. Moreover the programme officers might comment on areas that need improvement.
