FLICT Staff

Partner support as well as general management of FLICT is ensured by a Colombo based project team, lead by FLICT’s Director, Wijaya Jayatilaka. Overall responsibility for the project is with the German Technical Cooperation (GTZ).

Thomas Ansorg, Senior Advisor

Thomas has a background in developing and managing strategies and programmes to address drivers of insecurity and conflict in the Horn of Africa, South Asia and the Caucasus. He regularly conducts peace and conflict impact assessments for governments, donors and civil society, formulates advice and recommendations on developing effective aid interventions and mainstreaming conflict sensitive approaches into government and development partner policies. Thomas is a core facilitator for the Academy for Conflict Transformation in Germany where he conducts trainings on resource conflicts and climate security. He also worked with the UK government on joined-up peace building strategies between the Ministries of Defence, Foreign Affairs and Development.

Prior to joining GTZ he was leading Saferworld’s Africa team in Nairobi, developed political early warning mechanisms for Swisspeace and worked for UNRISD in Switzerland and UNPD in Lebanon.

Wijaya Jayatilaka, Director

Wijaya is a sociologist with an MA in Sociology and a PhD in Rural Sociology. He is also a Fellow of the Sri Lanka Institute of Management. Wijaya has been a senior lecturer at the University of Peradeniya since 1979 and held senior management positions in the University. He worked as a Senior Program Officer of the Commonwealth Youth Program based in India and was the Director of the Sri Lanka Foundation Institute. As the Director of the Local Technical Secretariat he managed the IRQUE project for the University of Peradeniya during its inception. Wijaya has held many posts in various government and NGO national level committees and has been a trainer with wide experience in gender, education methodology and project proposal formulation. He joined FLICT as National Coordinator in July 2005.

Priyadharshini Niles, Finance Manager

Priyadharshini counts over 20 years of experience in the field of Finance & Management. She has worked as Management Accountant for Ceylon Oils & Fats Corporation for four years and later joined Ceylon Leather Products Corporation where she held the post of Finance Manager for five years.  Her experience with National Apprentice and Industrial Training Authority (NAITA) as Director, Finance & Administration marks her credibility and accountability in management and overall administration. She joined FLICT in March 2004.

Marisa Fernando, Programme Officer

Marisa has a background in sociology with a Masters in Economics and Rural Development from the University of Manchester. She also holds a Diploma in Conflict Resolution and Security Studies from the University of Bradford.  At FLICT she has worked extensively with peace committees and youth networks. She takes the overall responsibility for monitoring and evaluation, with a special focus on assisting partners to develop and implement Result Based monitoring systems. Marisa joined FLICT in January 2005 and has been working for GTZ since 2000.

Hasini Haputhanthri, Programme Officer

Hasini is trained as a sociologist at Delhi University, India and gained her Masters in Asian Studies from Lund University, Sweden. Her current research is on Cinema and Conflict Transformation in Sri Lanka. She started her work in development in 2003 and moved on to work for television as a scriptwriter and a creative writer in advertising. At FLICT, she bears the overall responsibility of Public Relations and works with partners using art and media for conflict transformation. She joined FLICT in February 2007.

Humaira Muzammil, Programme Officer

Humaira initiated her career at Rural Development Foundation as a trainer and instructor in 1999. She moved on to work in Sarvodaya Peace Secretariat as a Program Coordinator and has extensive experience in organizing peace campaigns around the country. Humaira received special training at Japan International Cooperation Agency and participated in a Special Needs of Women and Youth Workshop in Golda Meir Mount Carmel International Training Centre, Israel. She joined FLICT in March 2007 and coordinates the CCPI program.

Hemantha Ubeysekara, Programme Officer

Hemantha has a background in Political Sciences and International Relations. He completed his Masters in 2007 from Jawaharlal Nerhu University, India. He joined FLICT as a consultant in July 2007 and rejoined as a Program Officer in February 2008. Hemantha is mainly working with Partner Organisations working with Good Governance and civic participation and is engaged in cooperation with our Partnerministry.

William Paul, Programme Officer

William holds a Masters Degree in Social Work form the University of Madras. After graduation he completed two years of training and internship at international non-governmental organisations in India and then started to work with UMCOR (United Methodist Committee on Relief) in Sri Lanka, where he worked his way up to National Programme Officer. In this position he gained expertise in the areas of capacity building, development and conduction of training programmes, proposal writing, project development and strategic planning. He joined the FLICT team in February 2009.

Niroshana Chaminda, Programme Assistant

Niroshana has over 7 years of experience in the field of Human Resources / Administration and Program. At FLICT he mainly engaged with partner organizations in terms of capacity building programs, focus on gender and other programs activities. He holds Diploma in International Relations at BCIS and Advanced Certificate in Human Resources Management at NIBM. He joined FLICT January 2008 as a Program Administrator and Event Coordinator, January 2009 he was promoted to Programme Assitant.

Chrishan Fernando, Information Systems Officer

Chrishan Started his GTZ career life in year 2003 and served 5 years at GTZ country Office as the IT & Communication Officer. In 2009 he joined FLICT project as the Information Systems Officer. He is a Microsoft Certified Systems Administrator.

Uthpala Seram, Administrative Officer

Uthpala holds over 10 years of experience in the field of Finance and Administration. She worked as the Accountant for Hymec Sri Lanka Branch a subsidiary of Alstom France for four years and later joined a US based organization, Catholic Relief Services Sri Lanka Branch as the Manager Administration. She joined GTZ in 2006 in the capacity of Administrator for the Tsunami Housing Support Project and joined the FLICT team in January 2009.

Heinz Jayasinghe, Administrative Assistant

Heinz has a Diploma in Business Management from LIBM. He has several years of working experience with GTZ. After working for the porject ProMiS he joined FLICT in January 2007. He works as an Office Assistant in the Administrative Department.

Upali Anura, chauffeur

Upali has been working for GTZ since 1998 as a driver. From1998 to 2004 he worked at the Rural Banking Inauguration Project in Kandy. After that he has one-year experience with Fedrich Ebert Foundation. Upali has been working for FLICT since June of 2006.

Sivananthan Ponnuthurai, Chauffeur

Siva has been working for GTZ since 1998 as driver/office assistant. From 1998 to 2008 he worked for GTZ in Jaffna at the Jaffna Rehabilitation Project and at the project Rehabilitation of economic, physical and social infrastructure. Before joining GTZ he worked for the Town Council in Jaffna and as driver in Saudia Arabia. Siva joined FLICT in January 2009.
