FLICT Steering Committee - Terms of References

The Steering Committee has the custodianship of the FLICT concept and ensures its integrity (alignment of activity with goals, purpose, objectives etc) on behalf of the Donor Group. It focuses on supporting the Project Unit to develop and make decisions on issues of strategies and for approving proposals of financial, strategic and political significance. The Steering Committee meets on a quarterly basis and is responsible to the Donor Group.

The specific roles and functions of the Steering Committee are:

  • Advise Donor Group and Project Unit on FLICT strategy and implementation
  • Ensure that Project Unit functions within the frame work agreed with Donor Group
  • Review progress of FLICT on a quarterly basis
  • Advise on current political situation & possible impact on civil society & FLICT
  • Appraise and approve proposals over Rs 20 million
  • Approve projects that are outside of focus areas
  • Approve projects that are political sensitive and get Donor Group’s concurrence prior to the final approval.
  • Participate in the selection of Programme Officers and National Coordinator
  • Approve the parameters based on which partners will be selected
  • Attend selected events organized either by the Project Unit or by partners

Powers and responsibilities include:

  • Right to be informed and to advise on all matters of strategy and implementation
  • Right to vary a decision by the Project Unit in exceptional circumstances (i.e. when it functions outside the framework or exceeds its authority)
  • Right to be consulted on changes to structure, composition and appointment of Steering Committee and Project Unit staff
  • Right to attend events of the Project Unit
  • Right for one representative to attend Donor Group meetings to report on progress
  • Right to advise the Donor Group on new donor participation

Composition of Steering Committee

The Steering Committee comprises between 7-9 members. One representative is from the Counterpart Ministry of the project, the Ministry for Constitutional Affairs and National Integration. All other members are drawn from different sectors of civil society (e.g. universities, NGOs, private sector, media & arts). The composition reflects a balanced representation in terms of ethnicity, regional background, gender, age and professional experience.

The Steering Committee work is undertaken by the members on a voluntary and non-remunerated basis. The Steering Committee decided that no member should serve on the Steering Committee for more than 3 years. This is not only to ensure that new ideas are brought in but also to broaden the ownership of FLICT. The Steering Committee wishes to set an example for plural and democratic forms of governance.
