FLICT Project Unit

Partner support as well as general management of FLICT is ensured by a Colombo based project team, lead by FLICT’s Director, Wijaya Jayatilaka. Overall responsibility for the project is with the German Technical Cooperation (GTZ).

The specific roles and functions of the Project Unit are:

  • Develop policies and strategic frameworks (e.g. for focus area, networking)
  • Function as resource and service centre for capacity building of partner organisations
  • Develop and manage transparent proposal and partner selection process
  • Advise partners in the design and implementation of their projects
  • Develop and implement a results based management system
  • Assure quality standards
  • Managing, developing, and maintaining the advisory and regional consultant pool
  • Provide platforms for partner organisations to discuss and shape FLICT’s work
  • Compile, publish and disseminate lessons learnt and resource material
  • Cooperate and build networks with other peace building organisations and funds
  • Report on progress to Steering Committee and Donor Group on a quarterly basis
Principles of FLICT work and funding

  • Pro-active: not a reactive fund, identifying partners, promoting networking
  • Appraised: careful, accountable selection based on transparent criteria
  • Engaged: not just funding, also providing advice and capacity building
  • Phased: learning approach, build up over time
  • Prioritised: level of strategic importance and impact taken into consideration
  • Adaptive: responding flexible to change
  • Inclusive: engaging with all stakeholders of civil society as well as state authorities

Composition of the Project Unit

The project team is rather small and predominantly Sri Lankan. It operates from Colombo and comprises currently

1 Director
1 International Advisor (GTZ)
1 Finance Manager
5 Programme Officers
4 Administrative support staff
1 Driver

A large amount of advisors and regional consultants are brought in to support the project team in its tasks. This set up is believed to be more efficient and sustainable than maintaining a large in-house team.

Strong efforts are made to ensure that the project team as well as the advisory and consultant pool have a balanced representation, in terms of ethnicity, language, gender, age and professional experience. Additionally, the project team as well as the regional consultants participate regularly in capacity building measures to strengthen themselves for a constructive engagement in the field of conflict transformation.
